PROBLEM TO BE SOLVED: To provide a high-functionality and high-reliability light emitting element which has high light emission luminance and luminous efficiency and good adhesiveness inside the element; and a high-functionality and high-reliability light emitting device having such a light emitting element. SOLUTION: A refractive index, internal stress, and a dielectric constant are made to change continuously in an insulating layer 102 included in this light emitting element. Since properties of the film are changed continuously in a single layer, the insulating layer 102 has gradations of property values of the film (refractive index, internal stress, dielectric constant, and the like) in the film, and has a structure without having an interface which is generated in the case of a stacked structure.
