PROBLEM TO BE SOLVED: To provide an inexpensive vehicle stop device simply and thinly formed and preventing the entire part of the device from being damaged even if an excessive load is applied to the flap. SOLUTION: This vehicle stop device comprises a base 10 installed on the floor surface of a parking space, the flap 12 liftably installed on the base 10, and a rise and fall drive part M, 14, 11 for lifting the flap 12. The rise and fall drive part comprises a motor M so mounted on the base 10 as to minimize the overall height of the rise and fall drive part, a shaft body 11 for rotatably fitting one end of the flap 12 to the base 10, a rotation transmission mechanism 14 disposed in a space with the generally same height H as the motor M and transmitting the rotation of the drive shaft of the motor M to the shaft body 11, and a clutch 15 installed in the rotation transmission path of the rotation transmission mechanism 14.
