PROBLEM TO BE SOLVED: To provide a controller improving both responsiveness and safety by diagnosing an arbiter operation with the use of a monitoring means by an external diagnostic module in order to improve the safety of a bus arbiter operation for arbitrating bus use right requests output by a plurality of devices in the controller. SOLUTION: The diagnostic module monitors a signal regarding an arbiter arbitration, and stops data transfer safely and prevents safety data from being erroneously output when abnormality resulting from signal adherence or the failure in an arbitration control part is detected.
