A device and a method for providing customized information are provided to enable a shopping mall to attract customers by providing the customized information when a customer vehicle is located in a time slot/place of high probability for visiting the shopping mall, and help the customer safely go shopping by analyzing a state of the vehicle. A vehicle information receiver(200) receives an ID of a vehicle monitoring device mounted on a customer vehicle, which enters each coverage of distributed repeaters. A purchase pattern analyzer(230) generates customized information including AD(ADvertisement) by analyzing a customer purchase pattern linked with vehicle driving. A moving pattern analyzer(220) analyzes a moving pattern of the vehicle based on location/transmission time information of the repeaters transmitting the ID of the vehicle monitoring device, and checks the repeaters/passing time slot based on the moving pattern when the vehicle visits a shopping mall. An information transmitter(240) transmits the customized information to a user mobile terminal and the vehicle monitoring terminal when the vehicle is located in the coverage of the repeaters passed for visiting the shopping mall in the passing time slot.
