PROBLEM TO BE SOLVED: To improve utilization efficiency of a menu picture in the case where there are a little titles recorded on a recording medium. SOLUTION: When performing recording termination processing of a recording medium, the number of titles recorded on the recording medium is detected and when the number of titles recorded on the recording medium is less than the number of thumbnail display areas, a chapter thumbnail is displayed on an empty title thumbnail display area to generate the menu picture. When performing termination processing of the recording medium, the menu picture is recorded on the recording medium, so that user operable thumbnail images can be displayed as many as the preset number of thumbnail display areas.
