PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having a high capacitance and small leakage current, and to provide a manufacturing method thereof. SOLUTION: In the solid electrolytic capacitor, a capacitor element 10 is buried in the inside of a rectangular parallelepiped armoring body 1 made of an epoxy resin etc. The capacitor element 10 is provided with an anode 11, a niobium oxide layer 12 formed on the anode 11 and containing fluorine and phosphorus, a conductive high polymer layer 13 formed on the niobium oxide layer 12, and a cathode 14 formed on the conductive high polymer layer 13. Further, the armoring body 1 consists of a resin composition containing of a filler made of an epoxy resin, a phenol resin or silica particles and an imidazole compound.
