PROBLEM TO BE SOLVED: To provide an image forming apparatus which outputs a proper charging bias even when resistance value of a charging roller is changed and outputs the proper charging bias allowing for a life of the charging roller too. SOLUTION: A bias correction means performs a first bias correction operation which compares a charging current value detected by a current detection means when a prescribed charging bias is applied by a bias applying means with a target charging current value stored in a target information storage means and corrects the prescribed charging bias based on the compared result to determine a new charging bias. At the same time, the bias correction means performs a second bias correction operation which judges whether a charging bias to be corrected obtained as the result of the first bias correction operation is on a prescribed first level or is on a second level higher than the first level, when judging that the charging bias to be corrected is on the second level, changes the target charging current value in accordance with the charging bias to be corrected and determines a new charging bias by correcting the charging bias to be corrected based on the changed target charging current value.
