PROBLEM TO BE SOLVED: To provide a sound absorbing material having a reduced weight and improved sound absorbing property, and a manufacturing method therefor. SOLUTION: A foam resin material coated between a base material 2 and a skin material 4 is heated at a high temperature on the base material 2 side, and at the same time, is heated at a low temperature on the skin material 4 side. A backing layer 3 having a two-layer structure composed of a foam layer having high expansion rate 3H (3.5 to 8.0 times) adhered to the base material 2 and a foam layer having low expansion rate 3L (1.5 to 4.0 times) adhered to the skin material 4 by heating of a single foam resin material is provided between the base material 2 and the skin material 4.
