PROBLEM TO BE SOLVED: To provide a telephone controller that predicts when a speech is finished and informs a caller opposite party who encounters a busy state about speech end timing even when the opposite party desired to make a speech is busy. SOLUTION: A call control server 1 for managing call control stores a speech time clocked by a speech time clocking processing section 14 to an opposite party dependent speech time recording processing section 12 in cross reference with the telephone number of an opposite party whose call arrives during a speech. An information notice processing section 16 calculates a speech end prediction time on the basis of an average speech time calculated from past data of the speech stored in the opposite party dependent speech time recording processing section 12 and an elapsed time during the speech and informs the caller opposite party who encounters the busy state about the speech end prediction time.
