<p><P>PROBLEM TO BE SOLVED: To provide a cement burning apparatus which can reduce the risk of explosion of drying equipment and avoid lowering of the merit as fuel of dried sludge when a highly water-containing organic waste material such as highly water-containing organic sludge is dried; and to provide a method for drying the highly water-containing organic waste material. <P>SOLUTION: The cement burning apparatus 1 has a drying device 6 to which a combustion gas extracted from an outlet part or a ceiling part of each of preheater cyclones 3A-3D of a cement kiln 2 and which can dry the highly water-containing waste material W containing water in an amount of≥40 mass%. Further, a coarse-powder separation device 12 for separating dust from the combustion gas extracted from the outlet part or the ceiling part of each preheater cyclone 3A-3D of the cement kiln 2 is provided, and the combustion gas G from which the dust is separated by the coarse-powder separation device 12 may be supplied to the drying device 6.
