An integrated codec device and a method thereof are provided to decode a bit stream encoded as various types according to respective standards by using the same information recognition method. A description decoder(320) generates plural(n, which is a natural number) tables corresponding to decoding description received from an encoder, and stores the generated tables in a table storing unit(330). A codec unit(340) generates moving picture data corresponding to encoded video data included in a bit stream received from the encoder by using table information stored in the table storing unit(330), and outputs the generated moving picture data.
