An interchangeable NFC(Noise Feedback Coding) encoder and a CELP(Code Excited Linear Prediction) encoder are provided to improve quality and reduce complexity of a CELP encoding technique by using a CELP encoder. A CELP encoder(1110) encodes the first input audio signal to generate the first encoded bit stream, and a VQ(Vector Quantization)-based NFC encoder(1120) encodes the second input audio signal to generate the second encoded bit stream. A decoder(1130) decodes the first encoded bit stream to generate the first output audio signal, and decodes the second encoded bit stream to generate the second output audio signal. The first and second input audio signals include input voice signals, and the first and second output audio signals include output voice signals.
