A composition of cationic phospholipid nanoparticles is provided to improve deliver efficiency of nucleic acids and reduce toxicity to cells by using non-viral vector, so that the composition is useful for gene therapy through introduction of nucleic acids into cells. A cationic phospholipid liposome composition for delivery of nucleic acids comprises 3-45 wt.% of 1,2-dioleoyl-sn-glycero-3-ethylphosphocholine(EDOPC), 3-45 wt.% of 3b-[N-(N',N'-dimethylaminoethane)-carbamoyl]cholesterol(DC-cholesterol) and 10-94 wt.% of 1,2-diphytanoyl-sn-glycero-3-phosphoethanolamine(DPhPE), and has the particle diameter of 30-450nm. A liposome-nucleic acid complex is prepared by combining the cationic phospholipid liposome composition with the nucleic acids to be delivered.
