A device and a program for recognizing business forms are provided to recognize the business form having a different size/position of a frame and different order of items even if the business forms have the same kind. A processor detects the frame and character lines from image information of the inputted business form(110). The processor detects the character lines in the detected frame, recognizes an item name of the business form from the detected character line, and detects the frame having the recognized item name as an item name frame(140). The processor detects a data frame corresponding to the recognized item frame based on the recognized item name(150). The processor recognizes the character line included in the detected data frame(160). The processor determines whether the item name having the item name unrecognized in character recognition is found(210). The processor detects the data frame corresponding to the unrecognized item name again based on the unrecognized item name when the unrecognized item name is found(700). The processor recognizes the character line of the detected data frame.
