An apparatus for limiting the number of rendering devices and a method thereof are provided to limit the number of the rendering devices capable of providing a broadcasting service of broadcasting contents at normal quality to prevent a person from using the broadcasting contents without permission. A receiving unit(10-1) receives a broadcasting service signal on the basis of a license including information about the broadcasting service signal and the number of rendering devices capable of receiving the broadcasting service signal, and receives a broadcasting service authentication permission request from the rendering device for receiving the received broadcasting service signal. A control unit(10-2) determines whether to permit the broadcasting service authentication of the rendering device which requests the authentication permission on the basis of the license. A transmitting unit(10-3) transmits the received broadcasting service signal to the rendering device which the broadcasting service authentication is permitted by the control unit(10-2).
