A cement dispersant composed of water-soluble vinyl copolymers which include specified kinds of constituent units at specified ratios and o f which the weight average molecular weight pullulan converted by GPC method is 15000- 150000 and the ratio of weight average molecular weight to number average molecular weight is 2-7 is used together with cement, aggregates and water t o produce concrete with the water-to-cement ratio of 20-45%.
