An apparatus for implementing an interlock having an anti-self steer function is provided to reduce product cost for the interlock by modifying software of an interlock map according to the types of vehicles. An interlock implementing apparatus comprises a micro controller unit(MCU) which compares a torque sensor output value, generated from a torque sensor(110), with a motor control current, detected from a current sensor(140). The MCU determines if the relation between the torque sensor output value and the motor control current is within a control range according to an interlock map. If the determined result is out of the control range, the MCU creates and outputs an interlock flag signal which implements an interlock. The MCU stores the interlock map as software, and changes the interlock map according to the types of vehicles.
