A cyclical wave energy converter is provided to extract energy generated by the force of wave for stabilizing a buoyant platform and generation of electrical energy by using cyclical propellers with dynamic pitching control. A cyclical wave energy converter includes a cyclical propeller, a sensing system, and a control system. The cyclical propeller includes a main shaft(220), a first base which rotates together with the first main shaft, one or more blade sets in which blades(210) are offset from the main shaft, and a first rotation system set for individually attaching first ends o blades to the first base. The sensing system senses characteristics of water of wave. The control system is functionally connected to the sensing system and the rotation system. The control system controls pitching cycles of blades.
