A multilayer drug formulation for oromucosal administration is provided to solve the problem of being adhered to teeth or other mucosal portions after being adhered to a mucous membrane and efficiently deliver a drug to a corresponding mucosal portion. A multilayer drug formulation for oromucosal administration comprises a mucosal adhesive layer which is placed on the surface of a drug formulation lower end layer adhered to a mucous membrane and includes a mucosal adhesive polymer such as hydroxypropylcellulose, hydroxypropylmethylcellulose, hydroxyethylcellulose, hydroxypropylethylcellulose, carboxymethylcellulose, carboxypropylcellulose, xanthan gum, carrageenan gum, karayan gum, polyvinyl alcohol, polyvinylpyrrolidone, polyvinylpyrrolidone-vinylacetate copolymer, polyethylene oxide, polyacrylic acid, polyalkylvinylether-maleic acid copolymer, polyalginic acid, chitosan, and hyaluronic acid and a rear side layer surrounding the circumference of the mucosal adhesive layer, wherein the mucosal adhesive layer further comprises an active drug or an absorption promoting agent.
