A protocol processing of received traffic is performed by cluster members of both active and standby systems. The standby system discards the received traffic whose protocol processing has been completed and only the active system passes the received traffic to an AP. The AP makes an application processing redundant in its own way. A cluster member executing the protocol processing of the received traffic is determined by using data in a lower layer. A cluster member executing the application processing is determined by using data in an upper layer after the completion of the protocol processing.
