PROBLEM TO BE SOLVED: To provide a video recording apparatus capable of accessing a recorded frame at a high speed and having improved recording efficiency. SOLUTION: The video recording apparatus 10 is provided with a video encoder 12 for encoding inputted video images, and generating video streams; a stream adjusting section 14 for adjusting the data length of the hierarchically encoded frame, and generating a plurality of kinds of recording data; and a plurality of cyclic recorders 16a-16f for recording the recording data.
