PROBLEM TO BE SOLVED: To provide a latch mechanism with reduced moment of inertia that can prevent attraction failure with a stopper pin, reduce the number of components, and increase a flexibility in designing a space. SOLUTION: A rotary actuator comprises an actuator assembly 18 rotatably attached to a base to support a head at one end via an arm 22 and supporting a coil 32 at the other end; and a magnetic circuit part fixed to the base and including a yoke and the magnet 36. The latch mechanism includes protrusions 46 arranged from an inner circumference of the magnet 36 provided in the magnetic circuit to a rotation center direction; and a latch magnet 48 generating attraction force toward a latch position by a leakage magnetic flux between the protrusions 46 near the latch position where the actuator assembly 18 abuts against a stopper 38 for performing a holding operation at the latch position.
