PROBLEM TO BE SOLVED: To provide a precoated steel sheet which is excellent in workability, adhesiveness to a lower layer coating film and weather resistance. SOLUTION: The method for forming a coating film is characterized in that at least one layer of a semi-cured coating film of a lower layer coating material (I) is formed on a metal plate having a surface on which a chemical conversion treatment may be applied, and a top coating material (II) is applied on the semi-cured coating film and next, then they are cured by heating. The top coating material (II) contains a specific composition (A) and a specific composition (B) in the ratio of composition (A)/composition (B) of (30/70)-(80/20) (pts.mass) to 100 pts.mass in total of solid portion of the composition (A) and the composition (B).
