PROBLEM TO BE SOLVED: To provide a braking mechanism for allowing simple sealing construction and easy sealing work while securing the sealing performance of a flexible film, and to provide a vibration sensing device using the same. SOLUTION: The braking mechanism 110 comprises a support 111, the flexible film 113 having an inside opening 113a and an outer peripheral portion 113c fixed to the support, viscous fluid 115 stored on the flexible film, a suspended shaft 112 rockingly supported on the support and having a suspended portion 112b arranged under the flexible film, and a braking member 114 having a braking vane portion 114b arranged on the upper side of the flexible film. The suspended shaft and the braking member are fixed to each other through the inside opening of the flexible film, and an opening inner edge 113b of the inside opening of the flexible film is held between the suspended shaft and the braking member.
