PROBLEM TO BE SOLVED: To provide a technology capable of suppressing the occurrence of an engine stall by reducing an EGR gas amount immediately after instruction for reducing an EGR gas amount is issued in the start of a vehicle and increasing the proportion of fresh air of gas flowing in an internal combustion engine, in an exhaust recirculation device for an internal combustion engine. SOLUTION: The exhaust recirculation device for an internal combustion engine comprises: a turbocharger having a turbine disposed to an exhaust passage and a compressor disposed to an intake passage; a low-pressure EGR passage; and a high-pressure EGR passage; a means (S103) for determining intention to start; and an EGR gas amount control means (S104) reducing the low-pressure EGR gas amount recirculated in the low-pressure EGR passage and increasing a high-pressure EGR gas amount recirculated in the low-pressure EGR passage in advance before the vehicle is started while keeping an EGR rate, when the means for determining the intention starts the vehicle.
