PROBLEM TO BE SOLVED: To provide a bicycle parking facility which can smoothly ascend/descend a bicycle rack, and prevents the bicycle rack from jumping up with great force even if a bicycle is unloaded from the same at any location. SOLUTION: The bicycle parking facility is provided with a first constant loading means for applying a towing force maintaining a balance with the weight of the bicycle rack to the bicycle rack, and a second constant loading means for applying the towing force maintaining a balance with the weight of the bicycle rack, via a movable box to the bicycle rack. When the bicycle is not loaded, the towing force by the first constant loading means is applied to the bicycle rack to ascend/descend the same along a pillar, whereas when the bicycle is loaded, the towing force by the first constant loading means and the towing force by the second constant loading means are applied to the bicycle rack to ascend/descend the same along the pillar. The movable box (40) is provided with braking means (41a, 41b, 42a, 42b, 43a, 43b, 44) which are separated from/abutted on the pillar (2), and function to generate a braking force by abutting on the pillar when the bicycle is unloaded.
