PROBLEM TO BE SOLVED: To prevent dislocation, separation, or the like of a sill, a column member, or the like on a foundation caused by pitching particularly in an earthquake directly above its epicenter, for instance, by integrating the foundation and the sill/column member in an existing house such as a detached house. SOLUTION: A connecting band 1 vertically extended over the foundation B1, the sill B2 and the column member B3 is adhesively fixed, and a reinforcing band 2 of predetermined length is adhesively fixed to the connecting band 1 and the surface of the foundation B1 including the right and left side parts of the connecting band 1. A reinforcing plate 20 is attached and fastened to the connecting band 1 at a column base part of the column member B3 through a connecting fixing means 10. The connecting fixing means 10 comprises an anchor body 11 driven into the column member B3; an outward expansion screw 13 screwed into the anchor body 11; an anchor pin 14 retractably inserted in the anchor body 11 so as to project from the outer surface of the anchor body 11 as the outward expansion screw 13 is screwed in, to bite into the column member B3; and a fastening bolt 15 screwed into the anchor body 11.
