PROBLEM TO BE SOLVED: To provide a body warmer and clothes with a warmer locally warming respective parts of a body and improving cold weather resistance. SOLUTION: This body warmer is characterized in combining: an electric heating sheet 5 formed by sticking a reflecting film 2 to the upper face of a heat insulating film 1, sticking the electric heating sheet 3 to the upper face of the reflecting film 2, sticking a heat-resisting film 4 to the upper face of the electric heating sheet 3 and connecting an electrode 6 to the electric heating sheet 3; with a battery box 10 storing a battery 11 applying electric power to the electric heating sheet 3, and a controller 12 adjusting the heating temperature of the electric heating sheet 3.
