A verifying system is provided with features in which a person can show that he or she owns a legitimate computer program, certify that he himself or she herself is rightful, and verify such proof. The verifying system is comprised of a terminal device (proving device) and a card (verifying device). The card stores confidential information of which the terminal device is intended to make use and an updated program for the terminal device. The card confirms legitimacy of the terminal device by means of information acquired from the terminal device. If the terminal device is judged to be legitimate, the card outputs the confidential information to the terminal device. If the terminal device is judged not to be legitimate, the card outputs the updated program to the terminal device. Thus, when the terminal device makes use of the confidential information, update of its program is compelled.
