PROBLEM TO BE SOLVED: To provide a conductivity developing method wherein high conductivity can be obtained by utilizing ultra-fine metal particles without requiring a conventionally required baking method, and to provide a conductive member. SOLUTION: In this conductivity developing method, conductivity is obtained on a base material by making the ultra-fine metal particles dispersed in water and/or an organic solvent as a metal colloid act on a compound having halogen in its molecule by ionic bond.
