PROBLEM TO BE SOLVED: To provide a vegetation base body of high workability providing a net itself with a function of preventing a scatter and movement of micro soil grains, and a seeding and planting method of a slope or the like using the vegetation base body. SOLUTION: Water soluble warp 1a and water-insoluble warp 1b are used as warp 1 woven in the net knitted with the warp 1 and weft 2, and the water-soluble warp 1a and the water-insoluble warp 1b are alternately arranged every predetermined number. The water-soluble warp 1a is dissolved to slacken the weft 2 entwined with the water-soluble warp 1a, thus constituting the vegetation base body A in which sagging yarn 2a of loop shape longer than a straight line distance between connection points to the back face of the net appears.
