In a wireless communication system, which comprises a base station apparatus and mobile station apparatuses each performing a random access to the base station apparatus, if a mobile station apparatus performs a random access but this random access is not successful, then the mobile station apparatus sets an upper limit value of a random back-off time in which the mobile station apparatus performs a random access again. The upper limit value depends on the statuses of the mobile station apparatus and base station apparatus.
