A key allocation device and a method are provided to reduce the number of unnecessary key inputting times so as to decrease a time for inputting a word, and to quickly induce words to be inputted in the terminal, thereby increasing a user's convenience during character inputting actions. A key input unit(100) consists of plural input units, and selectively inputs consonants and vowels according to the number of pressing times by allocating plural characters to each input unit. A succeeding consonant/vowel probability DB unit(200) stores information on a succeeding consonant/vowel probability. A consonant/vowel sequence reconfiguring unit(300) obtains the succeeding consonant/vowel probability from the DB unit based on characters inputted to the key input unit, and virtually reconfigures sequence of the plural consonants/vowels allocated to each input unit.
