PROBLEM TO BE SOLVED: To correctly limit the use of additional functions by the user of an information communication terminal who does not receive the provision of any information communication service from an undertaker even when communication between an information communication terminal and a radio base station is not established. SOLUTION: This portable telephone 1 is provided with: a within-range/out-of-range flag storage part 106; a radio part 103 for performing radio communication with a radio base station 2; a television tuner 107 for receiving a broadcasting wave; and a main control part 101 for controlling the reception processing of a broadcasting wave by the television tuner 107. The within-range/out-of-range flag storage part 106 stores a position registration response received from the radio base station 2 by the radio part 103, and the main control part 101 controls the reception processing of the broadcasting wave by the television tuner 107 based on the position registration response stored in the within-range/out-of-range flag storage part 106.
