PROBLEM TO BE SOLVED: To provide an apparatus and a method which can prepare a menu for specifying reproduction in units of chapter. SOLUTION: In the configuration of an image processor such as a video camera for generating a menu based on a content recorded in an information recording medium, a menu used for selection/reproduction in units of chapter specified by a mark as content section information set in reproduction list information (playlist) is made. With such a configuration, a reproduction apparatus can specify reproduction not by playlist but by chapter. Furthermore, an error due to insufficiency of resource does not occur when a menu is made while reserving such resources as index, movie object and playlist required for making a menu according to an AVCHD format.
