PROBLEM TO BE SOLVED: To provide a metadata generation apparatus and a metadata generation method, which use information (for instance, positional information by GPS or the like and a photographed date and time) that can be acquired always with a digital camera or the like provided in a cellular phone to automatically generate metadata related to a photographed place of digital content. SOLUTION: A metadata candidate appearance probability dictionary (110) constituted by integrating pieces of data about appearance probability by word and phrase that become candidates of metadata corresponding to both of a time factor such as a period or time when an image is photographed, for instance, according to seasons and a spatial factor such as a region or place where the image is photographed, for instance, in the Kanto region or in the Hokkaido region is referred to by a metadata selection processing part 130 and words and phrases with high appearance frequency are selected as the metadata.
