<P>PROBLEM TO BE SOLVED: To provide an IC card breaking device, through which a noncontact IC card can be disposed of with security by disabling reading of information stored in the card. <P>SOLUTION: The IC card breaking device 100 for breaking a noncontact IC card 20 provided with a buit-in semiconductor device comprises a radiation part 6 radiating electromagnetic wave to the IC card, a detection part 8 for detecting change in electric characteristic of the semiconductor device at the time of radiation of electromagnetic wave, and a control device 10 for determining whether breaking of the IC card 20 is successful or not according to output of the detection part 8. The radiation part 6 preferably radiates an electromagnetic wave such that an electric power exceeding a rated input power of the IC card 20 is generated in a power receiving part.
