PROBLEM TO BE SOLVED: To provide a tension spring positioning device for a wiper arm, and the wiper arm equipped with the device, which requires less assembling processes of the tension spring to a rivet, and can prevent the tension spring from interfering with a retainer. SOLUTION: The tension spring positioning device determines the position to fasten the tension spring which generates a pressing force against the surface to be wiped of a wiper blade to a shaft portion capable of being disposed in a fixed state for the retainer by energizing the retainer connected to the wiper blade via an arm piece in the rotational direction for an arm head rotatably connected to the retainer. The tension spring positioning device is provided with a mount detachably mounted to at least one of the shaft portion and the retainer, and a guide capable of guiding an end of the tension spring to a desired position of the shaft portion when the mount is mounted to at least either the shaft portion or the retainer.
