An incombustible-board using corrugated cardboards and a manufacturing method thereof are provided to increase incombustibility and strength by spraying resin containing retardant to the board and then forming an incombustible resin layer. An incombustible-board has a corrugated plate(130) and upper and lower plates(110,120). An incombustible resin liquid containing 5 to 20 weight % of retardant is sprayed on the surfaces of the upper and lower plates with predetermined thickness and then dried to form an incombustible resin layer(11). A net layer is formed at the incombustible resin layer to increase combining force, strength, and durability. Side supporting parts are formed to two ends of the board by filling resin in a hollow part to increase supporting force.
