PROBLEM TO BE SOLVED: To numerically evaluate an advertisement effect by a distributed advertisement.

SOLUTION: A parking lot using vehicle information DB 22 reads license plate information of a vehicle which enters a parking lot of a store from an image of the vehicle, and accumulates information of an area contained in the read license plate information as vehicle information. Each store delivery information DB 141 of a store management DB 26 stores area-based distribution numbers of advertisement of a store 1 as distribution information. A vehicle information retrieval part 136 retrieves information for the number of vehicles belonging to a predetermined area from the vehicle information accumulated in the parking lot using vehicle information DB 22. A distribution information retrieval part 137 retrieves the distribution number of the predetermined area stored in each store delivery information DB 141, and an advertisement effect calculation part 132 calculates the ratio of vehicle number to distribution number in each area as an advertisement effect in each distribution area. The present invention may be applied to an advertisement effect management system.
