<P>PROBLEM TO BE SOLVED: To obtain an optical film used as a viewing angle compensation film by which a liquid crystal panel, wherein there is no light leak, color shift does not occur and a viewing angle is wide, can be obtained and to obtain a polarizing plate and a liquid crystal panel using the same. <P>SOLUTION: The optical film consists of an annular olefinic resin and film breadth is 1,500 mm or more. When (nx) denotes a maximum refractive index in a film surface at light wavelength of 550 nm, (ny) denotes a refractive index in the film surface in a direction perpendicularly intersecting the (nx), (nz) denotes a refractive index in a film thickness direction and d[nm] denotes film thickness, phase difference in the film surface, R0(550) [nm]=(nx-ny)×d satisfies a relation: 0≤R0(550)≤300, phase difference in the film thickness direction, Rth(550) [nm]=ä(nx+ny)/2-nz}×d satisfies a relation: 30≤Rth(550)≤300 and an angle θ[°] made by an optical axis in the film thickness direction and a normal toward the film surface satisfies a relation: 0≤θ≤3.
