A ring-when-free service system in a mobile communication network and a method thereof are provided to minimize an unnecessary use of network resources and increase the success rate of a call connection by notifying a calling subscriber, who has failed in a call connection with a called subscriber who was neither on the phone nor in a power-off state, that if the called subscriber is in a traffic state or operates his terminal, the called subscriber is in a call-enable state. A ring-when-free service system in a mobile communication network comprises a ring-when-free service server(70), a serving MSC(Mobile Switching Center)(45), and an SMSC(Short Message Service Center)(60). The ring-when-free service server(70) transmits a call-enable state notification message, which indicates that a called terminal(30) is in a call-enable state, to a calling terminal(10) according to a request for a ring-when-free service. In case a call connection is not made when the calling terminal(10) attempts a call connection to the called terminal(30) which is in a power-on state and in an idle state, the serving MSC(45) monitors the called terminal(30). If the called terminal(30) gets to a traffic state as the called terminal(30) originates or terminates a call, the serving MSC(45) transmits a ring-when-free service request to the ring-when-free service server(70). The SMSC(60) converts the call-enable state notification message, received from the ring-when-free service server(70), into a short message and transmits it to the calling terminal(10).
