PROBLEM TO BE SOLVED: To provide a submerged arc welding method by which weld metal which is excellent in toughness is stably obtained. SOLUTION: By using a welding flux containing 0.1-1 mass% B2O3and a welding wire containing 10-160 ppm% B and taking the value expressing B2O3in the welding flux in terms of B as [B]Fand B in the welding wire as [B]W, the submerged arc welding is performed within the range where the value of [B]W/[B]Fis 0.04-0.40.
