PROBLEM TO BE SOLVED: To provide a code conversion apparatus that can attain code structure conversion while keeping the compatibility before and after the conversion and interpret part of a code stream with a small code amount by a small memory capacity or a limited memory capacity. SOLUTION: On the basis of a result of a code structure analysis of a structural document by a structure analysis means for analyzing the code structure of the coded structural document and specifying a referenced position of a code stream of objects configuring each layout object of the structural document, each code stream is moved (S3) so that code streams corresponding to each object configuring each layout object are located at adjacent positions to each other, and each code stream is moved by each page as to each layout object each of the code streams of which is moved (S13).
