A flexible printed circuit board and a flat panel display having the same are provided to prevent a damage defect of the flexible printed circuit board in which a bonding pad area is broken, a crack occurs, or a wire is shorted by forming a coverlay film in a circumference area of a bonding pad. A flexible printed circuit board(100) includes an insulating film(10), a copper-plated layer(20), and a coverlay film(30). The insulating film is made of various insulating materials including polyimide, polyester, glass epoxy, and prepreg. The insulating film may be formed in various shapes such as a square shape, a rectangular shape, and the like according to an applied application type. The copper-plated layer is formed on one surface of the insulating film. The copper-plated layer is formed in correspondence with the insulating film. The coverlay film is formed on the copper-plated layer. The coverlay film is formed on a front surface of a circuit pattern(21) to protect the circuit pattern from the outside. A bonding pad(25) is formed on one end of the circuit pattern. Further, a predetermined area of the first coverlay film is exposed.
