<P>PROBLEM TO BE SOLVED: To provide a technology in which an increase of a surface pressure due to thermal expansion when a fuel cell stack generates power can be mitigated without using a plate spring, a coil spring or the like. <P>SOLUTION: A cooling water supplied from a radiator 420 to a fuel cell stack 100A through a cooling water supplying tube 450 is distributed to a first cooling water passage formed in each of fuel cell modules 40A. The cooling water absorbs, when passing through the first cooling water passage, heat of fuel cell modules 40A which have high temperature due to self heating when power is generated and cools the fuel cell modules 40A. Warmed water after passing the first cooling water passage is introduced to a second cooling water passage 470A formed inside four tension rods 80A through connecting tube 460A.
