PROBLEM TO BE SOLVED: To provide a freezing inhibit paving material, exhibiting excellent freezing inhibit effect over a long period. SOLUTION: The particle diameters of hard aggregate 2 and elastic aggregate 3 which are the components of the freezing inhibit paving material 1 are regulated to a proper range, the elastic aggregate 3 includes rubber of two kinds: powdery rubber 3a with a particle diameter of 0.5 mm or less and powdery rubber 3b with a particle diameter ranging from 2.8 mm to 10.0 mm, the volume percentage of the elastic aggregate 3 to the total volume of the hard aggregate 2 and the elastic aggregate 3 is set ranging from 18% to 50%, and the volume percentage of the powdery rubber 3b to the volume of the elastic aggregate 3 is regulated ranging from 4.2% to 75%, whereby particle separation of the hard aggregate 2 and the elastic aggregate 3 is inhibited, so that moderate flexibility and enough elastic deformation to break ice on the paved surface can be secured, and slippage prevention effect in wetting can be obtained at a fixed level.
