PROBLEM TO BE SOLVED: To provide a material capable of providing a substrate having a linear expansion coefficient smaller than that of a conventional substrate. SOLUTION: The organic-inorganic composite material is obtained by mixing a vitrified material which is a material containing an alkyl group and/or an aryl group, Si and O, and a resin. Preferably, the vitrified material contains P besides them. The shape of the organic-inorganic material is preferably in a sheet shape. The substrate has the organic-inorganic composite material. The method for producing the sheet-shaped organic-inorganic composite material includes mixing a glass-forming liquid containing a vitrified material containing the alkyl group and/or the aryl group, the Si and the O, and an organic solvent (A), with a resin-forming liquid containing the resin and an organic solvent (B), coating the obtained liquid material on a coating plate, drying the coated product, and peeling the sheet-shaped organic-inorganic composite material obtained on the coating plate.
