A water-soluble substrate (10), and more particularly a water-soluble sub strate that is resistant to contact with small amounts of water, and methods of making the same are disclosed. The water-soluble substrate comprises a f irst surface and a second surface, and has glass beads (20) applied to at le ast one of said first and second surfaces, said glass beads having an averag e diameter of from 1 micrometer to 5000 micrometers.
