PROBLEM TO BE SOLVED: To provide a variable valve timing device for improving the starting performance of an engine. SOLUTION: An ECU executes a program including a step (S100) of determining a target phase of an intake valve by using a map determined so that a phase when an engine speed NE is a threshold NE(O) or lower becomes a starting time phase being a phase when starting the engine, and a step (S102) of operating an electric motor of an intake VVT mechanism so that a phase of the intake valve becomes the target phase.
